Provides crisis intervention, information and resource referrals, and has an arrangement with a local veterinarian clinic to provide shelter for victims' dogs and cats while the person is in the program.

Services provided:- Adult Rehabilitative Mental Health Services (ARMHS): Helps adults living with a chronic mental health diagnosis manage their mental health symptoms and improve their quality of life. Services are completed at the client's home or in the community.- Immigration-Related Assessments: Offers assessments for immigration-related cases, including U-Visa applications, hardship applications, and asylum applications. Through a clinical interview, therapists obtain information to create a report that describes the impact of specific immigration or violence-related experiences. Interviews generally result in a letter of support for the client.- Mental Health Assessment and Therapy: Offers counseling services to individuals facing anxiety, stress, depression, and other mental health needs to help them build coping skills and health from emotional pain or struggles. Mental health therapists help adults, couples, and families with a variety of issues such as gambling, gender identity, geriatric issues, sexuality, marriage, parenting, and psychiatric disorders.- Psychiatry: Psychiatrists work with clients already engaged in the mental health services at CLUES to prescribe medications that can help reduce or alleviate mental health symptoms- Resources and Support: Offers peer and family support, services for veterans and members of the armed forces, and care coordination with other providers and systems

The Rehabilitation Loan Program and Emergency & Accessibility Loan Program (RLP/ELP) assist low-income homeowners in financing home improvements that directly affect the safety, habitability, energy efficiency, or accessibility of their homes. The Emergency & Accessibility Loan Program is available for home improvements that address emergency conditions of the home or accessibility needs for a household resident with a disability.MHFA Rehabilitation Loan Program:- Applicant must meet income guidelines as set forth by MHFA; homeowner may be eligible for financing up to $20,000- Applicant must own and occupy the property that is to be improved- Funds are limited and waiting lists may occur- Loan provides financing for up to $37,500 to make eligible permanent repairs without interest or monthly payments- Loans are forgiven if you do not sell, transfer titles, or cease to occupy the property during the loan term- Maximum loan term is 15 years for properties taxed as real property and 10 years for mobile/manufactured homes taxed as personal property located in a mobile home park- Net value of the applicant's assets must be no greater than $25,000- Property taxes must be current- Residence must be the applicant's principal place of residence- Various property types are eligible including, but not limited to, single-family homes, duplexes, a condominium unit, and manufactured housing taxed as real or personal property- Works with a participating Rehab Loan LenderSmall Cities Development Programs:- Income-based program- Requirements vary depending on the community served

Coordinated Entry Services (CES): The Housing Advocacy Services Department participates in the Southeast Minnesota River Valleys Continuum of Care Coordinated Entry Services (CES) for housing and support services for households experiencing homelessnessPrevention Assistance: When funding is available, individuals and families will be referred to the Housing Advocacy Department for follow up on Prevention Assistance. Funds will vary on a monthly basis. The Prevention Assistance fund assists families and individuals facing eviction with back-rent financial assistance and landlord-tenant negotiation assistance. Case management includes services such as transportation assistance, information/referral, and landlord tenant law training with the goal of achieving housing stability moving forward.Rapid Re-Housing (RRH): Provides short-term rent assistance and/or deposit for individuals and families with children who are homeless to get into permanent affordable housing where the participant is the leaseholder and chooses their own apartment according to their needs. RRH includes case management services such as life skills training, transportation assistance, information/referral, landlord tenant law training, and utility assistance for up to six months with the goal of obtaining and subsequently maintaining stable housing. Households will be assessed and prioritized using the Coordinated Entry System.Long-Term Assistance: The Permanent Supportive Housing (PSH) Program provides high-barrier households experiencing homelessness with affordable rental housing and supportive services that assist participants with maintaining housing stability, improving overall wellness, engaging in the community and leading successful lives. PSH targets households that need intensive case management services due to challenges such as significant and persistent mental health issues and chemical dependency. Households will be assessed and prioritized using the Coordinated Entry System.Note: Funding comes from a variety of sources including the Family Homeless Prevention and Assistance Program - FHPAP and others.
