Helps health departments strengthen abilities to effectively respond to a range of public health threats, including infectious diseases, natural disasters, and biological, chemical, nuclear, and radiological events.

Provides substance use prevention, intervention, education, and support services to those in need. Services provided: - Co-Occurring Substance Use and Mental Health Disorders Outpatient Treatment Program: Offers a thorough assessment, treatment, peer support, and educational classes to adults. The outpatient program is designed to help individuals understand their substance use, mental health, and the negative impact it has on their lives. - Substance Use Assessments: Offers a comprehensive substance use assessment to adults and adolescents age 13 and older. The assessment is conducted to evaluate the person's substance use history, physical and mental health, medications, past treatment experiences, daily life, and legal issues related to substance use. - Substance Use Counseling and Group Sessions: Offers individual and group sessions for outpatient treatment and aftercare programs. Clients meet with clinicians to develop treatment goals and monitor progress. The program utilizes culturally specific and evidence-based practices such as Motivational Interviewing, Cognitive Behavioral Therapy, and recovery management skills.

Provides a multi-disciplinary approach toward the treatment of chemically-dependent individuals, their families, and their significant others. Services are available on both a residential or outpatient basis; Outpatient programs are available during the day or in the evening. Each client has an individual treatment plan and aftercare recommendations directed toward their specific needs and circumstances. Staff is also available for assessments, interventions, and educational presentations.

Vaccinations are offered at the Horizon Public Health Office in Alexandria. - Community education resources to protect and prevent diseases from insects, common infections, lead poisoning, and viruses. - Safe drinking water testing: helps address common concerns, including: arsenic, coliform bacteria, lead, manganese, and nitrate and support treatment of contaminants in private wells. - Substance misuse prevention resources

Supports positive youth development for ethnic cultural minority youth who are suspected of using alcohol or other drugs, use alcohol or other drugs, or who have family members and/or friends who are using. The program uses a pro-social approach which engages youth within their communities, schools, peer groups, and families. The program provides one-on-one support to increase knowledge, develop life skills, and overcome hurdles by fostering positive relationships.
