Direct Access allows an individual to go directly to a provider they choose to receive a comprehensive assessment and access care immediately. The county will assess individuals who need help paying for a chemical use assessment or treatment services through the Behavioral Health Fund. Services also include:
- Chemical dependency assessment
- Prepetition screening for all individuals petitioned for civil commitments for a chemical dependency due to being a danger to themselves or others

Transitional Residential Substance Use Disorder Services - Sunrise Care Facility - Spring Grove
Sunrise Care Facilities are designated by the State of Minnesota as Rate 2 Housing with Special Services. The men's and women's facilities have a capacity of 10 residents each. Residents work with staff on day-to-day tasks, utilizing copying skills and developing goals to eventually live on their own. Staff assist residents with completing medical, insurance, funding, and legal documents. Residents are encouraged to participate in community affairs and to seek employment when appropriate. Support for residents to attend AA meetings and seek sponsorship is provided including with transportation to meetings. Weekend passes and family visits are encouraged.
Smoking is permitted outside. No mood-altering chemicals are allowed on the premises.

Scattered-Site Housing - Emma Norton Services
The Scattered-Site Housing Program works directly with Coordinated Entry to provide permanent supportive housing within Ramsey County to women with a history of mental illness and/or chemical dependency, assisting with their goal towards recovery.
Housing Navigators work to identify and remove barriers to housing, and work with landlords in the community to secure housing of the participant's choice. Upon moving in, wrap-around support services are provided by Case Managers and Peer Support Specialists to provide tenancy sustaining services as well as work on person-centered, long-term goals towards stability, self-acceptance, and empowerment.

All recipients receive assistance each month to help pay for rent and food. Some recipients also receive Housing Support supplemental funding to provide other services if they don't qualify for home and community-based waiver programs, including but not limited to:
- Arranging for medical and social services
- Arranging for meetings and appointments
- Assistance with transportation
- Medication reminders

Chemical Dependency Services - Saint Louis County Public Health and Human Services
The goal is to help clients reduce alcohol/drug use and achieve and maintain improved levels of social, economic, and personal development and independence. Direct Access allows an individual to go directly to a provider they choose to receive a comprehensive assessment and access care immediately. The county will assess individuals who need help paying for a chemical use assessment or treatment services through the Behavioral Health Fund. Services also include:
- Chemical dependency assessment
- Prepetition screening for all individuals petitioned for civil commitments for a chemical dependency due to being a danger to themselves or others
- Referrals to community-based service providers for chemical assessments or treatment services. Also, directs individuals to visit www.fasttrackermn.org for additional resources.

Provides diagnostic evaluations and medication management for a wide variety of mental health issues for children between the ages of 4 and 17 years old with occasional exceptions to assess younger children in consultation with their pediatricians.
Mental health issues include problems such as:
- Anxiety Disorders including separation anxiety, social anxiety, phobias, obsessive-compulsive disorder, panic attacks, and post-traumatic disorder related to child maltreatment and other traumas
- Attention Deficit Hyperactivity Disorder - including attention problems without hyperactivity
- Behavioral Problems that are not responsive to counseling services alone
- Behavioral/mood/other symptoms in children with Autism/Aspergers
- Childhood hallucinations, paranoia, and other psychotic symptom

- Collaborates with other service providers in supporting individuals

- Disability Equality Training Series (DETS): Participants strengthen their self-advocacy and assert communication skills; explore their values and strengths; and learn about disability legislation.
- VRS Community Partner: Assists with Independent Living Skills (Adults) and Pre-Employment Transition Skills (Transition Age) for individuals who are seeking employment.
- Healthy Relationships: Supports children and adults with disabilities of all genders and sexual orientations. Healthy Relationships sessions include:
