Provides two financial loan programs for low to moderate income individuals who are residing in substandard housing. Minnesota Housing Finance Agency (MHFA) - Rehabilitation Loan Program:- Assists low-income homeowners in financing basic home improvements that directly affect the safety, habitability, energy efficiency, or accessibility of their home- Funds can be used for single-family homes, townhomes, condominiums, and manufactured housing taxed as real or personal property- Loan are forgiven if the borrower does not sell, transfer title, or ceases to occupy the property during the loan term- Maximum loan amount is $37,500. Loan term is 15 years for properties taxed as real property and 10 years for mobile/manufactured homesSmall Cities Development Program (SCDP):- Deferred loans at 0% with no interest and no monthly payments if the property does not change ownership within the time specified in the grant guidelines (except life estates or contract for deeds)- Funds can be used for single-family homes- Homeowners enter into a repayment agreement with the City to accept the conditions of the loan. The repayment agreement will be filed at the County Recorder's Office.- UCAP inspects the property, identify housing problems, and will work with the household to determine what repairs should be done- Upgrades to properties, meet code requirements, and design standards. Examples include roofing, foundations, siding, heating units, electrical, plumbing, and other health and safety items.

Provides establishment and enforcement of child support orders. Provides an adult to youth mentoring program where children and youth are matched with an adult in Martin County. Girls are matched with female adults and boys are matched with male adults. Either may be matched with volunteer couples or families.

Services include:- Budget and Debt Counseling: Counselors work with clients on an in-depth review of their living expenses and debts combined with counselor guidance in debt management, goal planning strategies, or suggestions of alternate ways of handling particularly difficult financial concerns.- Counselor on Call: Counselors provide brief Q & A to address consumer questions. The counselor can provide the caller with information about credit and debt, make referrals to community resources, or schedule an appointment with staff for other financial counseling services.- Debt Management Plan: Consolidates monthly bills into one simple payment, often with lower payments and interest rates- Financial Education: Workshops and classes for all age groups are geared to help individuals control their finances and provide resources on various financial topics; delivered to schools, churches, employers, and community groups.- Housing Counseling: Pre purchase homebuyer, post purchase, foreclosure prevention, and reverse mortgage couseling, provided. HUD approved housing counseling agency.- Student Loan Counseling: Helps individuals navigate repayment options for federal, state, and private loans. Helps individuals determine eligibility for repayment options, contact lenders, and can assist in developing a plan that considers the individual's financial situation.

Minnesota's Medicaid program for people with low income. Most people who have MA receive health care through health plans. Members who do not receive health care through a health plan receive care on a fee-for-service basis, with providers billing the state directly for services they provide.MA pays for a variety of services like doctor visits, prescriptions, and hospital stays. Some services and prescriptions may require prior approval. MA pays for medical bills going back three months from the month the application is received.NOTE: People with disabilities who work, even if they're over the income or asset limits of MA, may still qualify for a program called Medical Assistance for Employed Persons with Disabilities - MA-EPD.
