- Appointed by and reports to the County Board of Commissioners - Researches and gathers information and legislation regarding agenda items and county government issues - Implements Board actions by making and monitoring assignments to department heads - As Budget officer, coordinates the preparation, submission and enforcement of the annual budget and capital expenditure programs - Compiles strategic and operational plans for the County, in cooperation with department heads - Directs the county personnel administration including employees recruitment, selection, orientation, safety and contract administration - Affirmative Action Officer assists county employees, committees and boards regarding personnel matters - Coordinates labor negotiations - Researches labor policies and practices - Researches options and makes recommendations regarding benefit, insurance plans - Administers central purchasing activities, telephone systems, facilities oversight and other central administration functions
