- Serves community-based organizations and nonprofit developers working with families and individuals earning less than 80% of area median income, with emphasis on those earning less than 50%, including many recent immigrants and people of color- Primarily serves residents of Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties, with a focus on Saint Paul, Minneapolis, and some surrounding suburbs
