Eligibility
Residents of Duluth who meet the following criteria:- Have a gas bill in their name and received a final shut-off notice or have been disconnected - Have exhausted all other energy assistance funds- Be responsible for paying their heat bill- Have a bill under $1000- Have paid 3% of the household annual income towards the balance- Have a critical event (crisis or emergency) that has prevented them from paying the bill
