- Early Head Start and Head Start: Residents of Clearwater, Pennington, Red Lake counties and eastern Polk County including the cities of Erskine, Fertile, Fosston, Lengby, McIntosh, Mentor, and Winger with children age birth - 5 or who are pregnant and meet income criteria - Classroom early childhood education: Residents of Clearwater and Pennington counties with children age birth - 5 who meet income criteria
