Must have lived in Ramsey County for 30 days and be residents of zip codes 55101, 55108, 55113, and 55114. Also serves portions of 55102, 55103, 55104, 55105, 55117 and 55130 within the following boundaries: - 55102 - Part north of Kellogg Boulevard - 55103 - On the north of Pierce Butler - 55104 - West of Hamline to Minneapolis border - 55105 - Up to Randolph Avenue between Hamline and Mississippi Boulevard - 55117 - West of 35E - 55130 - West of 35E from Rice Street to downtown Saint Paul Callers requesting financial assistance for housing related requests need to apply to Ramsey County first and receive an approval or denial before they can reach out to Keystone.

- Application/registration form - Proof of address (driver's license, mail with current address, picture ID, state ID) - Section 8 documentation if applicable, utility bills - Documentation of why rent assistance is needed such as an eviction notice, car repair receipts, Social Security letter if benefits were stopped, Ramsey County Sanction or Denial letter, hotel receipts - Proof of income from last 60 days, and proof of future income sufficient to pay for next month's rent, utilities and basic needs - Proof of usage of Ramsey County Emergency Assistance in last 12 months or a denial letter from Ramsey County
