-Individuals with low incomes who wish to apply must: - Be a citizen of the US and work in or be a resident of Stearns, Sherburne, Benton, or Wright counties for one year before applying - Debt and credit history pass evaluation - Debt to income is under 43% - Have a steady income that meets income requirements - Pass a background check and sex offender registry check
