Children between the ages of 3 and 5 years old in Callaway, Mahnomen, Naytahwaush, Ogema, Pine Point, Rice Lake, Waubun, and White Earth; preference given to low-income families, White Earth enrolled members and descendants, other Native American tribes, children with disabilities and other special needs

Provides comprehensive services to children, pregnant women, and families of early childhood-aged children. Provides activities, interactions, and interventions that assist children to develop and grow cognitively, socially, emotionally, and physically in nurturing, supportive environments.
