- Homeowners at or below 80% of area median income in the east metro area of Dakota, Ramsey, and Washington counties who have an Xcel Energy account in their name- Landlords must agree to participate and to pay 20% of HVAC costs-Property owners of 1-4 unit buildings with low-income tenants in the east metro area of Dakota, Ramsey, and Washington counties
