Visit website for application/registration form. After the application is received, a letter is sent to the applicant within 10-14 days by mail, notifying them if they qualify for the program or not. If they qualify, the amount the bill is discounted is included in the letter. The program qualification lasts three months from the approval date. Individuals need to apply again after three months to see if they qualify for the program.
