Individuals ages 17 and older academically below a 12th grade level in reading, math, writing, and/or speaking English, who are not currently enrolled in secondary school and are residents of the cities of Cottage Grove, Newport, Saint Paul Park, and Woodbury including the townships of Afton, Denmark, and Grey Cloud Island townships in Washington County
