Eligibility
Eligible refugees are people who were:1. Admitted as refugees under section 207, granted asylum under section 208, admitted as Amerasian under the Amerasian Homecoming Act, trafficking victims who have been certified by the Office of Refugee/Resettlement (ORR). People under age 18, who are trafficking victims are not required to be certified but are issued letters of confirmation by ORR.2. To be eligible, refugees must also: Have been in the United States 8 months are less. Count the month they entered the country, or the month the INS granted asylum status, as month 3. Have not voluntarily quit employment, or have refused an offer of suitable employment, without good cause, within 30 days prior to application.- Register for and participate in any required RCA employment and training programs within 30 days of the receipt of assistance.- Not attend an institution of higher learning full-time EXCEPT as part of a state approved employ-ability development plan.- Refugees and Amerasians, but not persons granted asylum, all receive services from a local affiliate of a Voluntary Resettlement Agency (VOLAG)- Serves Goodhue County

Refugee Cash Assistance provides temporary financial assistance for refugees and eligible entrants while they are in the process of resettling in the United States.NOTE: Able-bodied RCA recipients are required to participate in an employment and training program. RCA recipients who are disabled or 65 years of age or older are required to apply for SSI.
